What shocks me is that people actually went along with it. The stories of Stephen screaming and ranting at the corpse must have made his own government question his sanity. Reputations take a lifetime to make, and only seconds to destroy, and digging up a dead guy is a pretty surefire way to tank your entire image.
It's always funny when one person does something so obnoxious they end up making a rule/law about just to make sure it doesn't repeat even once.
