My theory is that Padre was murdered by Militech because thanks to V's actions of returning Songbird to NUSA, they became powerful enough to take over Night City and take down one of the fixers.
We need a DLC where we fix that shit, especially if you pick the street kid life path.
If you pay attention, there are subtle cues that let you know he might be losing grip of his territory by the time you arrive at the beginning of the game. So that never surprised me, I actually knew they were about to laugh….

The wording about Padre makes it seem he's not dead. My headcanon would be once he accepts that his time is done as the Valentinos no longer fear him he immediately becomes a rat for the NCPD.
For people saying that Padre losing Haywood and Mama Welles losing the bar make the Tower ending a bad one, those events would have happened regardless. Once V is gone, either through leaving with the Aldecaldos or getting taken by the engram, Night City is just bound to move on...
