He did tell floch to manipulate him, armin wouldn't agree with genocide so he told floch knowing how mad he is, also eren doesn't care what floch does....this was shown when floch was helping eren and he let him round up the scouts and control the council on his behalf

Yea girl when I saw Levi I was like yes my boi is here!! Also with Eren beating up Armin and saying what he did to Mikasa. It was an act. I feel it was to push them away so they would be protected. Also if you look at Eren's face while he's beating Armin...he is holding back tears. Yeah Floch is annoying....hell I like Gabi more then him.
